Stopping is defined as the wheels of the vehicle coming to stop. (You won't get a ticket if you drive through a taxi rank where no stopping is allowed).
Waiting is defined as the wheels of the vehicle coming to a stop for longer than the time taken for a passenger to get out of the vehicle OR to get into the vehicle. (You will get a ticket if the driver gets out of the vehicle as this takes longer than the allowed time because they need to get out AND get back into the vehicle. So you are not allowed to parking in a taxi rank where no waiting is allowed).The comments I post are my personal opinion. Interesting aspect is that the road surface markings have to be in YELLOW....
I've seen it done in white....which makes them unenforceable!!!0 -

Unfortunately, white marking means that have a shared purpose (usually for loading), so you have to check the sign to see what it allowed and when.The comments I post are my personal opinion. Undoubtedly it is marked with a thick yellow line along with a yellow plate with the wording "except taxis" (similar to a restricted bus stop or stand). If so it will have the same enforcement as a 'clearway' meaning no stopping thus there so no time allowance for any other vehicles.

Just as you can't stop in bus stops during hours of operation either...
Rant mode:
Why do people think these are laybys for dropping people off, when they can LEGALLY stop on any double/single yellow (as long as there are no kerb blips), probably less than 10 yards away?
Stop on yellow lines to drop off or pick people up - NEVER what looks like a convenient 'layby' for taxis/buses!
Rant over.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Parked my car on yellow lines/hatched area (taxi bay) and popped in to McDonalds Stevenage Leisure Park, back in car within two minutes and saw Warden printing PCN. ticket issue time and time first seen are same on PCN. Its Parking charge notice by UKPC.
NOTE: I was working as UberEats delivery driver for Mcdonalds while got ticket.0
