Evening guys,
First time ever to fall foul and ever get a ticket. I have read (although don't fully understand the newbie thread).
Circumstances:
The driver parked on the 18/11/2018 in a car park in York. Once parked they realised it was P&D. They arrived at 16:48, paid at 16:52. they paid for 3 hours taking them to 19:52hrs. Free parking is from 20:00hrs. There was no card facility and coins only and they literally scrapped the £3.50 together.
Subsequently due to unforseen circumstances they did not return until 22:35ish and have left the car park. So they have underpaid by 8 minutes to qualify for the free parking from 20:00hrs. But didn't think anything of this.
I now have a NTK issued on the 22/11/2018 and this arrived the 26/11/2018 asking for £100 or £60 if I pay quickly.
I have read many posts on here but all are slightly different. Do I pay as on checking the driver paid 8 minutes under or do I have any grounds at all to try and avoid this extortionate fee?
I have tried to attach the actual letter and blanked out my personal details, but not allowed as a newbie. I have not at this time had any communication with them and thought I would check with people much better educated than me before wasting £60 I could buy xmas presents with.
Sorry if this has been asked a million times.

Send the already written for you blue text template appeal that you will find when you read post #1 of [URL="https://forums.moneysavingexpert.com/discussion/4816822NEWBIES FAQ sticky thread[/URL].
Send it unchanged - no additions or alterations necessary.
Send it as the keeper.
That's all there is too it at this stage.
Before doing that, you need to edit your post to remove all clues to the driver's identity.
For example, perhaps your second paragraph would be better as:The driver parked on the 18/11/2018 in a car park in York. Once parked he realised it was P&D. He arrived at 16:48, paid at 16:52. The driver paid for 3 hours taking it to 19:52hrs. Free parking is from 20:00hrs. There was no card facility and coins only and the driver literally scrapped the £3.50 together.Adjust the rest of your post similarly.
There is no place for the word 'I' when describing events on the day.
The parking companies trawl this forum waiting for people to trip themselves up and can try and use your posts against you.0 -
thank you, also edited.

Evening guys. I have a reply from them. Now based on the parking switching to 'FREE' at 2000hrs I find it strange they imply the driver stayed 2hrs 50mins over. So based on this overstay they hold the driver responsible for the fine. What do I do next please?

You do as they suggest - appeal to PoPLA.
But before doing that, delete your unique PoPLA code from you post above. You surely don't want someone else 'appealing' on your behalf and admitting everything, do you?
Please take more care when posting.0 -
you remove your personal details like the popla code from your last post
you really need to get the hang of not posting personal data on the net
then you start a popla appeal draft, like they told you and like what you were told in the NEWBIES FAQ sticky thread
no more slipups0
