Parking Charge Notice

Please can anyone help😬
In the summer I parked for 30 minutes in a car park to get fish and chips and then left. I did know it was pay and display but thought as I was only there for a short time I would be ok.
About 8 weeks later I received a letter from Civil Enforcement Ltd with s picture of my car entering and leaving the car park.
I read a lot of things online to say this is not enforceable so rightly or wrongly I ignored it.
I now have a threatening letter from ZZPS debt collectors demanding payment in full and have increased the fine considerably.
I’m so stressed out as I can’t afford to pay in full so can I appeal it and say I never received the original letter !!
There is so much conflicting information out there I don’t know what to do.

    There is no conflicting information on here, and the newbies thread at the top of this forum was your place to start.


    Your knowledge of parking seems to be totally naive to say the very least, you need to clue up fast.


    Firstly this is not a "fine" it's an invoice.
    Why do you think you can flout the rules of a car park owner and get away with it?
    You have now got yourself into stress totally of your own making.
    Had you followed the appeals procedure you could have stopped this in its tracks, but now you are in for the long haul.


    You can ignore debt collectors they are powerless bullies with just a pile of threatening letters in their arsenal, and the extra they want is just their scam added on top.


    However CE are a nasty company that are litigious, you are now in a waiting game to see if they try a punt in court with you.


    Come back if you get real court papers, but read up on it in the newbies thread first.

    It is never OK to enter private land without permission, however short the time.

    You are now the victim of a scam and must either pay the scammers , or spend a few hours reading about Contract Law, and fight them through the appeals system and, perhaps the courts.

    However, It is the will of Parliament that these scammers be put out of business. Hopefully that will take place in the near future. The Bill has passed through the HOC without hitch, and goes to the Lords soon. In the meantime involve your MP, the poor dears are buckling under the weight of complaints about these scammers. Read this one which I wrote earlier

    This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of alleged contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors. Is has been suggested by an MP that some of these companies may have connections to organised crime.

    Parking Eye, CPM, Smart, (especially Smart}, and others have already been named and shamed in the House of Commons as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week), hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct

    The problem has become so widespread that MPs have agreed to enact a Bill to regulate these scammers.

    Sir Greg Knight's Private Members Bill to curb the excesses, and perhaps close down, some of these companies passed its Third Reading in late November, and, with a fair wind, will become Law next year.

    All three readings are available to watch on the internet, (some 6-7 hours), and published in Hansard. MPs have an extremely low opinion of the industry. Many are complaining that they are becoming overwhelmed by complaints from members of the public. Add to their burden, complain in the most robust terms about the scammers.
    You never know how far you can go until you go too far.

    ZZPS are simply a joke and you ignore them

    Are ZZPS misleading you with threats. If you think they are, report them to your local trading standards

    All tied up with the disgraced Wright Hassall Solicitors so you know it's a scam..
