Euro Car Park PCN - NTK letter

Hi all,
i will no doubt get told to read the NEWBIES thread after posting this but after reading that thread I'm a bit uncertain of which course of action to follow as my case is slightly different.
We received a PCN from Euro Car Parks in the post for a less than 21 minutes stop in a pub car park. We had used this car park a lot previously and they had a pay and display machine which has now been removed and the signs changed to read 'Parking for pub patrons only' so you can no longer buy a ticket to park there. The signs are there but we didn't notice they had changed and as no other car was displaying a ticket and no machine was available we assumed they had stopped charging.
My question is that the content in the 'Template appeal for BPA or IPC members' does not seem to apply in my case as there is no PDT machine and no alleged overstay of minutes. Should I just delete those paragraphs and send the appeal to Euro Car Parks?
Is it worth an appeal first to the landowner in this case? We did not go into the pub in question, we just went over to the local shops for 20 minutes. Could an appeal to the landowner be used as an admission of who was driving if we later appeal to Euro Car Parks?

Send the blue text template appeal that you have already found.
Send it unchanged - no additions or alterations necessary.
Send it as the keeper.

waste of time complaining (not appealing) to the landowner or pub if you werent a patron and neither was any one else
this whole scenario is why they changed the rules on parking
its not often that you will see a pcn on a windscreen, these things are now done by anpr cameras and the postal service0 -

I'm assuming I'm sending this initial complaint to just get the POPLA code?
Should I really include the bit about the grace period as I don't think it really makes any difference in this case?
