ANPR - questioning accuracy

Hello parking ticket fighters,
This may be useful for others or may have already been raised by others. I recently challenged a parking company to confirm their camera calibration. Rather than doing so, they simply waived the charge. It may be useful to others.

Background: Charged for overstay in a supermarket carpark using ANPR.

PPC: Horizon

Appeal wordings (in addition to standard signage, denial of liability and not identifying the driver):

I contest that your sensors are not calibrated to accurate time standards. You have also not shown that the time stated was securely stamped on the photographs by the sensor and not manually placed by a third party software or an individual. Please provide suitable documentation of your camera and timing calibration meeting home office CAST guidelines and ANPR standards if you want to contest this. I would need confirmation through calibration documentation that the time stamp is indeed made by the machine and cannot be tampered. I also contest that the timing has been tampered with and hence you need to provide the details of the encryption standards, its implementation, testing and calibration.

Rationale: Calibration standards are difficult to maintain. But more importantly, it is very difficult to show the number and date has not been tampered with.

Result: PCN was cancelled

  • Yes well done on a great result, without wanting to sound sceptical I think there was more luck involved than skill. If the PPC was one of the more vicious scammers they would have ignored your request (as many do!!!) and ploughed on with the usual multitude of debt crawler letters followed by a Court claim.


    But hey a win is a win, I'll take a win in whatever shape or form its in any day
