Letter of Claim

I received a PCN from Parking & Property Management LTD when driving a company car in my own residents parking. I was not allowed to attach the parking permit to my window due to my company car policy which meant that the one time I slammed the door and the permit blew of the dashboard I got a ticket.
I appealed the ticket which was rejected, then it went to popla, however the website did not work. I sent emails (as no phone number was given or could be found) as to why it would not let me input any data onto my appeal. These emails were ignored and thus popla appeal was lost.
I heard nothing after this so thought it had been put to bed. I received a letter from BW Legal entitled Letter of Claim stating if payment has not been received before 3rd Jan they will be issuing a claim against me in the county court.. I have tried to do my research on this but am at a loss as to what to do next, Please help!

Can I just ask, Is a letter of claim the same thing as a letter before claim? I have tried searching the post and googling but can't seem to find the answer.0

Yes, a Letter of Claim is exactly the same as a Letter Before Claim, which is exactly the same as a Letter Before Action, which is exactly the same as a Letter Before Court Claim, which is exactly the same as a Letter Before County Court Claim. There may well be others.
