Parking on yellow lines/hatched area

Just parked my car on yellow lines/hatched area (probably taxi bay) and popped in to McDonalds Stevenage Leisure Park, back in car within two minutes and saw Warden printing PCN. When I asked him wait, you have to wait for 10 minutes before issuing a ticket, he said, "already done it, i don't have to wait". ticket issue time and time first seen are same on PCN. Its Parking charge notice by UKPC.
My questions are
1) Do i have to pay for this PCN?
2) Is 10 minutes waiting time by law is applicable here?

    Edit your post to remove information about who parked. Only ever refer to The Driver and The Keeper, who are two different people. ;)

    No warden was involved in this incident.

    There are no rules; this is an unregulated industry.

    Once you have edited your post, please read the sticky thread for NEWBIES that was just underneath where you clicked the newthread.gif button, then send the appeal template in blue you will find there from The Keeper around day 26 like the NEWBIES tells you to do.

    With so many car parks infested by private parking companies, why do people continue to think that parking wherever they want is their right and are surprised when it all blows up in their face?

    @OP - have you contacted McDonalds to try to get this cancelled? Is there a good reason you can offer them as to why your vehicle was parked in a yellow hatched area?

    You only have to pay if they take you to court (County Court), for alleged breach of contract and the judge finds for them. However, they are

    They are required by the BPA COP to allow 10minutes grace period before issuing a ticket, but it is not law, read this

    It is the will of Parliament that these scammers be put out of business. Hopefully that will take place in the near future. In the meantime involve your MP, the poor dears are buckling under the weight of complaints about these scammers. Read this one which I wrote earlier

    This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of alleged contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors. Is has been suggested by an MP that some of these companies may have connections to organised crime.

    Parking Eye, CPM, Smart, (especially Smart}, and others have already been named and shamed in the House of Commons as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week), hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct

    The problem has become so widespread that MPs have agreed to enact a Bill to regulate these scammers.

    Sir Greg Knight's Private Members Bill to curb the excesses, and perhaps close down, some of these companies passed its Third Reading in late November, and, with a fair wind, will become Law next year.

    All three readings are available to watch on the internet, (some 6-7 hours), and published in Hansard. MPs have an extremely low opinion of the industry. Many are complaining that they are becoming overwhelmed by complaints from members of the public. Add to their burden, complain in the most robust terms about the scammers.

    So you were working under contract for McDs? Complain to the management and get them to tell UKPC to cancel the ticket.

    Remember - this is not a fine, it is merely an invoice.
