Only just read this in the middle of your little diatribe and just wanted to say it is complete cobblers.
And if you genuinely work in a PICU then you are in the wrong job and I seriously hope this gets picked up by your employer sooner rather than later.
I seem to remember a certain 'helper' in various mental hospitals who actually really did belong in prison though. Thankfully fate 'Fixed It' so that we didn't have to pick up the bill

IF the issue was of serious harm causing serious injury/or some form of abuse THEN it would be reported to/investigated by CQC regardless of whether the employee resigned for not
Am I right in assuming you currently work in a health / social care setting? If so do you or have you all had training in things like Mental Capacity / DoLS and Safeguarding and so on?
Not having a pop or setting up for having a go I'm genuinely interested to know what type and level of training you've had.0
