Free meter change suppliers

Is there a list of suppliers which exchange pre-payment meters for free?
And a list of suppliers who charge and there prices?
Reason i ask is because im helping a couple change there supplier (Utilita), they are on pre-payment meter but have no debt.
The deal they are on seems a bit pricey when all things added up.
So hoping to get them on a new supplier in the coming weeks.
Currently doing the maths for them, Toto come out cheapest with Avro 2nd. Only a £ or so difference.
These are fixed tariffs.
Might swerve Toto for them due to feedback, so looks like Avro are the ones id be looking at for them.
An alternative variable deal with Peoples energy looks reasonable and i guess they can jump ship if/when they lump there prices up.
Any pointers or help/info would be appreciated.

No suppliers can now charge for the exchange of a prepayment meter to a credit meter since an OFGEM rule in 2014. Scottish Power used to charge £215 per meter before the rip off was stopped which condemned many to have to stick to what was then the highest tariffs
.With the prepay cap in force the rates are not that bad at all and are cheaper than standard/variable rates for each supplier
Suppliers can levy a returnable bond or refuse the exchange after a credit history check.. A list I saw a couple of years ago had EDF and SSE as two of the big 6 who did a soft credit check. EDF appears to be the "go to " supplier for those who have failed other suppliers checks0
