It's still the senders responsibility to get the item to the recipient. The sender is liable to the recipient, RM are liable to the sender.
The recipient has no contract with Royal Mail, the sender does.
This is a common theme on the consumer rights board.
Pedant hat on. It's the person who contracted RM not necessarily the sender who is liable. As this was an eBay supplied label, then it is eBay who contracted RM. That said RM do allow either sender or addressee to claim - I don't think the buyer is the sender in this instance and as such eBay seem to have taken that role and provided a label that doesn't provide adequate insurance cover.0 -

Are you sure when I had to return an item the label was.supplied by ebay and I assume paid for by the seller either that or ebay themselves
Ebay supply the label much like you asking ParcelMonkey or another carrier to supply it. You pay them (in this case the buyer/seller pays eBay).
The person paying depends on the reason the case is opened.0
