Ringo- Wrong Location - Nottingham

Hi Everyone.

I parked in Nottingham City Centre and the payment machine had the cash / card covered up with a black plastic bag and a sign to use Ringo.
This was a local, Nottingham number. I rang and had to create a new account as I was a new user, and got cut off 4 times.
I finally got a text through saying I had paid for parking.
I extended my parking three times, and got confirmation each time that I had paid.
I got back to my car and found a penalty notice from the council!
I contacted them immediately believing it to be a mistake. Apparently not.. the location was down as London, Pall Mall!!!
After informally appealing, and formally appealing Nottingham City Council are acknowledging I paid for the parking - over paid actually by £5 - but say this is my error, and want to charge me £75 for failure to display a valid ticket. They refuse to contemplate a system error, and have refused payment transfer via RINGO as it is not 'immediate payment at the time of parking'
Im going to appeal further via the adjudicator, but seriously?!!? Has anyone else had a similar issue?
