When you purchased, did you not get a key from the sellers?
Given your predicament, probably not.
Try going back to the agents and ask them to contact sellers and ask them where the key is which you should have had and did not get.0 -
Start a long-winded and long drawn out exchange of correspondance with the management company, quoting and refuting the appropriate laws.
Or bake a cake for the neighbour, have a chat, get to know them, and borrow/examine their key.

As you can see from the link above the FB keys are standard keys, did the gas man actually try a set of keys?
Much better to ask the neighbour and find out what key they have - FB numbers are normally printed on the key itself.0
