Deemed supply

Our lease on commercial premises started April 2014. We signed up with E-on but bills seemed too low. They had been reading the most obvious but wrong meter. The "wrong" meter had no outlet so was unuseable anyway. E-on said we need do nothing more.
Letters arrived for the landlords from British Gas amongst others and were returned or forwarded. In March 2017, we received a "Welcome to British Gas" letter but they have charged us for the redundant meter from 2015. E-on says we shouldn't be charged as no gas has gone, or could go, through the meter. The Ombudsman ruled that our dispute is with the landlord and we have to pay (£1100) and then take the landlords to court - which we can't afford to do financially and because we want to renew the lease.
We asked Ofgem what the ruling was re redundant meters and being charged. Their reply was that energy companies could write their own rules.
Has anyone else had experience like this and found any way round? We feel as if this is all very unjust. HOW CAN IT BE RIGHT THAT COMPANIES MAKE UP THEIR OWN RULES? Where is the protection for consumers here?

Are you just being charged fixed / standing charges for he redundant meter but consuming no gas, or is there another live supply which is metered, and if so are you paying for that? Is there a circumstance where the supply through the redundant meter might be re-instated?0
