Ovo Smart meter problem

I’m looking for advice, it’s a but of a long story. I brought a house last year and when i moved in i had a smart meter installed, i’m a low user as i work away from home 3 to 4 days a week.
Nearly 18 months on i have been paying my direct debit every month but it turns out that my gas meter hasn’t been clocking my usage properly.
I have over £300 credit on account.
After about 6 months of trying to get Ovo to sort out my gas meter i escalated my problem to the ombudsman.
Ovo sent out an engineer to swap my meter but when he turned up he advised me that he is unable to swap my gas meter- and that one should have never been installed without an electrician coming out and moving some wiring?
So now i am stuck with a faulty gas meter than was installed by Ovo last year that has apparently never worked- and they’re saying that i need to pay to have an electrician to come and move some wiring? Has anyone else had this problem before?
