Damaged Luggage at Airport

Hi all
Don’t know if anyone can help with this one.
My local airport (check in staff) informed me that they had damaged my luggage bag on the conveyor belt. I had to fill out a Property Irregularity Report (PIR) to claim for it.
I had to email the airport customer services with a receipt for proof of purchase (which I did)
Today, my local airport are claiming that their insurers are saying that they’re not liable for the damage and I need to claim off of my own travel insurance (which I didn’t have as it was just a one night trip)
Surely they must be liable?
Any advice on how to progress with this further will be well received.

How much is your loss?If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0

Contact them by letter and tell them that they are responsible and if not settled you will be going to the small claims court,hopefully they will see sense and sort it out without you having to go to court.0

This was the reply I got from the airport:
Thank you for contacting Norwich Airport Customer Services and supplying your bag receipt as requested.
We would once again like to apologise for the damage caused to your checked in luggage.
Unfortunately our company insurers have advised that Norwich Airport does not carry the liability for damage to personal baggage and they have advised us that you would need to pursue any claims via your personal insurance.
We sincerely hope that you are able to resolve your claim via your own insurance policy and hope that we can be of service to you again in the very near future.
