PCN & moving address query

Hi, firstly I'm going to apologise if I'm asking a question that has been answered- although I have read tons of previous threads I'm afraid with a newborn baby I'm finding it difficult and can't seem to find what I'm looking for.

I'll try to keep this as short as possible; I received a DRP letter a while back and it was the first I had ever heard of the referenced 'PCN' that supposedly Horizon Parking issued me. The parking incident was in July (ANPR at a retail park) and I had moved house a short while before. I did change my details with the DVLA but it would seem that my request to do so coincided with the letters from Horizon being sent, and they've obviously gone to my old address and I've never seen them! I've now received another DRP letter saying they've advised the client to take me to court and that the client may reclaim court costs from me.

The retail park in question says on their website that the parking is restricted to 4 hrs to ensure genuine customers use the site. I have provided a receipt to Horizon as suggested (I used their online appeal form and have not contacted DRP) that demonstrates the car was parked for genuine retail purposes. They've immediately disregarded it saying it's too late to appeal (gone 28 days) and have referred me back to DRP.

My instincts say not to pay a PCN I've never actually seen, and have had no chance to appeal. However in my current sleep deprived and birth-recovering state i am feeling pretty anxious and worried about this. Wonderful timing with a newborn!

Any help so gratefully received.

    Did you change your V5C about the car, not just the driving licence (two different things)?

    If they still have the old address, email the PPC a Rectification Notice as per their PRIVACY PAGE, to make them rectify the data.

  • Hi coupon mad, yes I changed the V5C as well as my license. I think from the new date on my V5C that the notices were sent to my old address whilst my request to change V5C was with DVLA.
    DRP are sending letters to my current address.

  • I've contacted them today and they've said the parking is completely managed by Horizon so they can't promise me anything but are looking into it with them and will get back to me when they have feedback from Horizon.

    I guess I'm looking for some reassurance that I shouldn't pay it just because I moved house and didn't receive the PCNs on time - particularly given that I can prove I was a retail customer. Thanks so much

    Just in case it helps; I was willing to cave-in to these bullies and pay out of fear about a week ago. Since then I've received some fantastic advice from the users on this forum (particularly Coupon) and am entirely confident that I won't pay these illegitimate charges. You'll be fine, listen to these wise folks :)
