PCN at Residential Property from UKCPS

Hi,
I have recently moved (July 2018) to a new apartment where the parking was managed by UKCPS. Last week I have received a DRP (Debt Recovery Plus) notice saying that they have traced me to the current address I am in and I owe a parking fine of £160. The parking charge was related to August 2018 at my new apartment (probably the parking permit was not visible). I forgot to update the address on my V5C document and the PCN notices from UKCPS all went to my old address apparently. I only came to know about the parking charge a week back after receiving the letter from DRP. I have changed my V5C address now. I have called UKCPS to say that I live at the address where they gave me the PCN. But because I haven't responsed to the previous notices (because I haven't changed the V5C address) and as the issue is now with DRP, they won't be able to help and I can't appeal. UKCPS suggested that I should call DRP and pay the fine.
I know it's my fault that I haven't updated the address on my V5C but is there any way I can appeal the fine ?

Stop trying to appeal and stop phoning this bunch, whose HQ is/was a portakabin round the back of the Blooming Rose Pub in Leeds when they featured as a money-owing employer, on 'Can't Pay We'll Take it Away')!
Why on earth move somewhere with that ex-clamper on site? I know you probably never realised but that is not a suitable place to stay, not with UKCPS around. Rent & sales prices should be lower due to the scam on site, it is THAT bad.
Awful for you. I would honestly make plans to move away to somewhere free of any PPC infestation (not joking).
Now, do not pay it to make it disappear.
Luckily, UKCPS are not very litigious compared to some and if they did try a claim, this is the forum that sees people win, in 99% of cases. Ignore debt letters and stop worrying.
Try contacting the Managing Agents & gathering neighbours with the same view, to kick UKCPS out.
If you get a court claim, it is defendable.

Same advice as there.
If the letters are still going to your old address, then email UKCPS' Data Protection Officer a Rectification Notice to change the data under the GDPR, by law.
And if you do move out within 6 years, do the same again, so the scumbags do not use an old address later on to try to get a sneaky CCJ against you that you wouldn't see in time to defend. These are ALWAYS defendable.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
