UKCPS - Notice to Hirer - PCN

Hi, I received a Notice to Hirer from UKCPS and I’m unsure what to do...
It says a notice to keeper has been served on the keeper with the full details of the charge. The car is a lease, so the lease company have given my details as the hirer and so they’ve contacted me.
It’s the usual stuff, but says it encloses the following:
- statement signed by the vehicle hire firm that the vehicle was on hire to youninder a hire agreements.
- hire agreement.
- statement of liability.
- notice to keeper served on hire company.
The only one of the above enclosed was the hire agreement.
Also, their website won’t allow an online appeal as says its out of time, even though the letters says I have 21 days.
Any advice would be very much appreciated.

Post the usual Hirer appeal (3 examples are in links near the end of the 1st post of the NEWBIES thread) adapting it to point out what is missing.It’s the usual stuff, but says it encloses the following:

But make sure it arrives when it's too late for them to send the other attachments...PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
