Leaseplan are demonstrably not the day to day keeper
This is trivial for them to prove
They have failed to follow the required steps to transfer to the *hirer* of the vehicle (para 13) and the Keeper, who is not known to Leaseplan OR the PPC, is also potentially liable under para 8/9 provisions as normal.0 -
The word 'keeper' is defined in Schedule 4 of the POFA.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
