Lease Car Hire 74 Days PCN

Hello everyone.
I have been reading the forum with interest and the posts regarding specifically in relation to lease car PCN. I have also read the NEWBIES forum page but am still confused in relation to my specific case and would be very grateful for anyone who could provide some assistance.
1/ Today 13/11/18 I received a PCN as a business owner for my vehicle which was parked in Sainsburys car park on 14/9/18 in Canterbury for overstaying by 22 minutes from Horizon Parking
2/ Registered keeper of the vehicle is Lex Auto Lease from whom my Business leases the vehicle. I have had no correspondence from them.
3/ With regard to the PCN I received there was no date stamp it was posted - just a UK Mail logo.
4/ The PCN was issued via ANPR evidence and no ticket was placed on the windscreen. The 1st I knew of any charge was today- some 74 DAYS after the instance in question.
4/ My plan is to appeal the charge on the above basis. Even allowing for the legal requirements below I think I have a reasonable case.Am I correct what should happen is as follows
The correct process should be:-
a) Horizon has to write to the Lex Auto within 14 days.
b) Lex has to send Horizon the details of the Hirer and the documents required by Para 13.2 within 28 days.
c) Horizon writes to the us within 21 days of receiving the information from Citroen with a NTK and the documents required by para 13.2
This allows 63 days in total and as you can see from the above (including today) it has taken 74 days to reach me and therefore they are in breach of their rules
Any help / template - would be so helpful as I am new to all this

As your company lease the vehicle then you are the Hirer. The PPC needs to send a Notice to Hirer - this includes a copy of the hire paperwork from the lease company. Did you receive the hire paperwork with the PCN?0

No - absolutely nothing - one sheet of paper with the charge notice and 2 anpr pics showing the reg no Along with tall the payment details0

clearly they failed POFA2012 on various counts here, so follow the edna basher advice about appealing it, as hirer/keeper/lessee

Tanks Redx - In your opinion should I use the fact about the number of days it took to notify me in my claim on this one or wait and see whether they accept or reject the claim0

you should follow the edna basher advice and do not deviate from it
people tend to shoot themselves in the foot when they go off piste
if you are adding a paragraph about non-POFA compliance issues, ensure that it doesnt say things you may regret later
people get into the habit of writing "MY , ME , MYSELF & I" far too many times , must have been due to schools hitting your knuckles with a ruler if you did not use correct grammar
