Landlord has gone AWOL - can't get our deposit back

Hi,
We ended our tenancy and moved out of our rented flat just over two weeks ago, and emailed the landlord and agent (who holds our deposit via a tenancy deposit scheme) to request the deposit back straight away. I assumed this wouldn't be problematic as we didn't have a check-in or check-out inventory, so there's little the landlord could complain about.
But it's radio silence. The agents say there's nothing they can do until they've heard back from the landlord. We've chased him once, but it's been ignored.
I've checked our contract and it just says the landlord will get back to us in a 'practical' amount of time. What on earth does that mean?!! I've checked the deposit scheme info, Shelter, etc and it only talks about the 10 calendar days once you've come to an agreement.
Our deposit is just under £2000 so it's a lot of money to be sitting there doing nothing.
I know the landlord is struggling to rent the flat out again (it's still empty, in fact it's being refurbished!) and I heard the agent say to a prospective tenant that 'the carpets are all being replaced' and 'the walls painted' so I'm now panicking that he's going to charge us for this!
Any thoughts on what our next steps should be?

Raise a claim with the DPS with which your deposit is held for a full return?0

So after LBA to agent & landlord (yes I know he doesn;t reply..) start a dispute with deposit scheme.
It's what they are there for!0 -
Request it back from the deposit scheme, rather than from the landlord or agent.0

When we last moved we put in a claim from DPS the day we moved. It's never too soon0 -
So LL has ignored the request for deposit return, but hasn't ignored the agent regarding new tenants, nor whoever is doing the light refurb.
Dispute with deposit holder NOW0 -

it is after all why the schemes were set up, so that tenants like you can claim their deposits through someone independent of the LL or agent
