Birmingham Council Penalty Charge Notice

Hello,

i have got a yellow sticker on my car- Penalty Charge Notice from Birmingham city Council saying - who had reason to believe that the following contravention had occurred and that a penalty charge is now payable.
01 Parked in a restricted street during prescribed hours


location : pershore street ladywood.

the issue i have is that the car was not parked on the street or on road, it was parked on off road where no marking was there and no sign or warning. i want to make a appeal against this. can anyone help me how to do this. and any letter which i can use.
