PCN when I had bought a ticket

I've read the recommended excellent Newbie's post, but I'm afraid I've already admitted I was the driver in an initial appeal so I'm not sure the rest is relevant now? I would be so grateful for any advice on this.
I paid to park at an Indigo train car park; got a PCN anyway. I'd recently moved house and hadn't yet informed DVLA of change of address, so PCN got sent to old address and I didn't see it until after the appeal period had passed. I posted them (Indigo, ZZPS and QDR) proof of payment (I didn't have the original ticket, but I sent bank statement evidence that shows the fee leaving my account). As I admitted above, I did say that I was the driver (annoyingly).
They've come back saying that my evidence is worthless, as the time to appeal is over and they did everything correctly: "An appeal should have been sent to the car park operator within the timeframe specified in their initial PCN. Our client have confirmed all their correspondence has been sent to the address that was supplied by DVLA at the time."
So - despite providing evidence that I'm not guilty of the original "crime", they're saying I still need to pay the PCN because I didn't change my address with DVLA and didn't appeal in the correct timeframe.
Apparently I can appeal but not until a CCJ is launched.
Listening to stationcarparkticket2018's advice, I could do nothing and wait for 6 months, but is that only when you've not admitted you're the driver?
They've offered me to pay the fine in instalments, but seeing as I didn't do anything wrong, I'm not bowing to their pressure.
Anyone else experienced this?

you need to draw it out to that 6 month deadline
only the TOC can issue a penalty notice and take you to Magistrates Court, because bylaws apply, not civil laws
so although you should never have admitted who was driving, the 6 month deadline is still the crucial point in this saga

Why not just read the section about Indigo penalties, in the NEWBIES FAQs?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
