PCN at place of work for not displaying a permit

I have reviewed the Newbies section, but I am not 100% clear on how best to respond to the PCN received.
The PCN was received last Wednesday at a place of work. We have to display a permit and for the first time in 6 months of parking in an allocated space I didn't put my permit on the dashboard.
I spoke to the building reception and they said there is nothing they can do in terms of appealing, even though I was parked in one of my company's allocated parking spaces.
The notice is from CPM, who I understand I should treat as an IPC member. I've seen the one size fits all template to respond with (after receiving an NTK), but this doesn't reference permit scenarios and then later in the newbies thread it mentions what to put in an appeal for a permit scenario, but I think this is more when it gets to the next stage rather than an initial response.
Any advice welcome on what I should do. I have not intention of paying it!

So you display a permit for six months but, because you forgot on one day they have been so damaged by this flagrant breach of contract that they want £100 as compensation for your outrageous behaviour. Go and sit on the naughty step.
It is the will of Parliament that these scammers be put out of business. Hopefully that will take place in the near future. In the meantime involve your MP, the poor dears are buckling under the weight of complaints about these scammers. Read this one which I wrote earlier
This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of alleged contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors. Is has been suggested by an MP that some of these companies may have connections to organised crime.
Parking Eye, CPM, Smart, (especially Smart}, and others have already been named and shamed in the House of Commons as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week), hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct
The problem has become so widespread that MPs have agreed to enact a Bill to regulate these scammers.
Sir Greg Knight's Private Members Bill to curb the excesses, and perhaps close down, some of these companies passed its Third Reading in late November, and, with a fair wind, will become Law next year.
All three readings are available to watch on the internet, (some 6-7 hours), and published in Hansard. MPs have an extremely low opinion of the industry. Many are complaining that they are becoming overwhelmed by complaints from members of the public. Add to their burden, complain in the most robust terms about the scammers.You never know how far you can go until you go too far.0 -
You should edit your post to remove any information about who parked, who normally parks, who has a permit, and who owns the car. Only ever refer to The Driver and The Keeper, who are two different people.
Once you have done that, then The Keeper sends the one size fits all template appeal. After that there is no useful route unless/until court papers are received.
The best way to get this cancelled is for your employer or the landowner, or whoever brought in the scammers to instruct them to cancel it. Other than that the Keeper waits to see what the scammers do next after the initial appeal has been sent.

Nope, it tell you what to put re a permit scenario, at COURT DEFENCE stage when these are won.
At appeal stage there's no point as it will be rejected.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Right, I've received the letter from CPM now asking for £100 due to not paying the fine. It also includes photos of the car and the lack of a permit. Although you could argue the pics they've included don't conclusively show the permit isn't there (in my opinion).
I did appeal to the building owners who appeared helpful at first but then responded saying they had spoken to CPM and there was nothing they could do (really nice I know).
I've looked at the standard template for IPC members and this includes references to overstaying or PDT machines. Do I still include this text or do I reference this is a permit scenario or is there no point as others have suggested?
I think there may be a chance that they know who was driving as the building owner may have forwarded the email I sent. What do I do in this instance?
Any advice appreciated.

Did you sent the blue template appeal as Fruitcake advised back in November?
It really doesn't matter whether you did or not, since you are now too late to appeal, the next thing to do is absolutely nothing.
You will probably receive many letters from debt collectors and post #4 of the NEWBIES thread tells you exactly how to deal with those.
Post again on this thread if ever you receive either a Letter of Claim or official court correspondence and you require further help.0 -
Sorry, not sure if I was clear. I only just received the letter to the keeper after I didn't pay the initial fine that was put on my windscreen.
I thought when you get this, you then appeal using the standard letter template? Just wasn't sure whether I use the exact content that is in that template as it talks about minutes over / parking ticket machines.0 -
Ah, ok. It's just that there is no earlier mention of a Notice to Driver having been attached to the vehicle.
Send the blue template as it is - no additions or alterations necessary.

None of it matters, it won't make a blind bit of difference - the appeal will be rejected.
If it comes to a court claim, that's the time to get all your ducks in a row. Least said now, the less likely you will blow a few toes away with a few lines of your own added to the appeal.Please note, we are not a legal advice forum. Right, sent the blue template back at the start of Jan (got email back confirming they had received appeal). The keeper has now received a letter from a debt recovery firm.
They are now saying that £160 is owed and this needs to be paid in full amount by 13th February and their client are assessing cases on merits for enforcement through county court. Also saying further charges could be added if we don't pay. Also stating if county court judgement is issued could impact credit rating, etc.
The letter says it is too late to appeal the ticket, but we did not get any response from CPM to the appeal that was sent. They said we would get a response within 28 days, but we have only received this letter from the debt recovery firm, not CPM themselves. Letter states only way to now appeal is through the county court.
Any advice on what to do next appreciated.0
