Hi everyone
Received a letter today and it’s a lovely fine from NCP
13 minues stay not parked
So my question do I have to pay this? Is it legally bound fine and if so any way I can get out of it?

Edit your post to remove information about who did what. Only ever refer to The Driver and The Keeper, who are two different people.

Edit the times as well. Parking scammers read these fora and have been known to use information from this site against motorists.
Then, and only then, read the sticky thread for NEWBIES before sending the appeal template you will find there.
No you don't have to pay, but the advice to ignore has not been given here since the law changed in 2012.

1: its not a fine, so there is nothing lovely about it.
2: as above you should never give any hints as to the driver, no I parked, She parked, the wife parked, my daughter/son/aunt/gran etc parked
3: the parking company does not care about the safety of your daughter, it does however care about getting its money.
Suggested action
Delete your post, and if possible sign in as a new username/sign up.

And as per the opening, you are not legally bound to pay it, it is not a fine, and all this discount period/14 day limit is nothing more than a pressure tactic to get you to pay up before the penny drops, and you realise what PPCs are and what their game is.From the Plain Language Commission:

This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of alleged contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors. Is has been suggested by an MP that some may have connections to organised crime.
Parking Eye, CPM, Smart, and others have already been named and shamed in the House of Commons as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week), hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct
The problem has become so widespread that MPs have agreed to enact a Bill to regulate these scammers.
Sir Greg Knight's Private Members Bill to curb the excesses, and perhaps close down, some of these companies passed its Third Reading in late November, and, with a fair wind, will should become Law next year.
All three readings are available to watch on the internet, (some 6-7 hours), and published in Hansard. MPs have an extremely low opinion of the industry. Many are complaining that they are becoming overwhelmed by complaints from members of the public. Add to their burden, complain in the most robust terms about the scammers.You never know how far you can go until you go too far.0
