Shared ownership question

We have a shared ownership house for which we pay a monthly service charge for the maintenance of the communal areas to the front of the property and one aspect of that is a communal decking area which goes along the entire length of all 5 properties. We have lived in the property from new for 11 years and have a document from the Landord that states that they should maintain this ie cyclical treatment every two years this has been done twice in 11 years. The decking was given a lifespan of 20 years and a replacement cost of £9600 which is also in said document. The decking is now in need of major repairs at a cost of £8000 our argument is that the Landord should have maintained the decking as per the schedule and are being totally unfair in expecting us to totally foot this bill.
The question I have. Is the document I mention above legally binding - it is not part of the lease - but we were sent this maintenance schedule every year up until we complained to the landlord that they were not complying with it.
