parking eye fine

I received a letter from parking eye saying they had fined me for using their car park for 11 minutes. I wrote to appeal because I hadn't parked but used the car park so my husband could load my mobility scooter in the car. our car was originally parked in Liverpool city council parking bay which is free all day to disabled drivers. our car had been blocked in by a van so my husband drove into their car park for space as we need at least 9 feet behind the car for ramps and my scooter. I explained all this to them included pictures of the car, scooter and ramps and notice in my rear window asking drivers to leave clear space. but this didn't help a and they insist on still fining us. they advised I could appeal to POPLA but not sure if I should as I don't know if POPLA is connected to parking eye.ltd. is there anything else I can do to get them to understand our situation at the time and that we went parking?

You need to read the NEWBIES FAQ sticky, post #1 and follow advice there.
You also need to find who the landowner of this car park is and ask them to assst in getting this cancelled. But frankly, no one has the right to rock up on private land and expect to park/wait in contravention of the rules that are on display - regardless of medical/physical condition.

no there is nothing you can say or do with PE, they say you breached the rules of the car park , but you can appeal to popla if you wish and it is run by the Ombudsman Service, not by PE, but they wont use any of your story to make a decision
their decision will be on legal argument, not on "what happened"
it may be that using the GRACE PERIOD argument that you may win for 11 minutes of on site time, so clause #13 of the BPA CoP may help you, possibly other legal arguments as well
but not the excuses you have written above , so your best bet is complain to the landowner and insist on a cancellation0 -

But they WILL NOT consider mitigation, so don't write like that to POPLA. We have template wording in post #3 of the NEWBIES thread.
