City Permits - How to get a POPLA code?

I know, I'm sorry... I've spent the best part of two days reading every thread on here, and I'm still no clearer as to what I should do with a PCN issued by City Permits (CP) at my place of residence for "not displaying a permit" (that I pay £90pcm for, via my Letting Agent Savills - Who refuse to get involved). I get so stressed out with these things that I'm pleading to anyone that wants to help me. Please be gentle...
Long story short: Please could someone tell me how to get my 10 digit verification code to submit my POPLA appeal?
Long story long: Date of PCN: 07.08.18
I emailed CP (BPA registered) to contest the charges and request that the decision is reviewed by POPLA. They asked for the owners details. I then read the NEWBIE thread, and decide to wait for my Notice to Keeper (NtK) to arrive. Heard nothing, thought I'd got away with it.
Last week received a 'Reminder to Keeper' dated 09.11.18 from Carrick Read Solicitors. Attached to this is the missing Notice to Keeper allegedly dated 04.10.18. [Besides the fact I didn't receive this, it was sent on Day 58 - Does this help me?] In either case, they ask for full payment by 23.11.18.
I consult the NEWBIE thread regarding debt collector letters - It suggests to appeal as if it was the 'Notice to Keeper' as this is the VERY FIRST letter. I email the Solicitor to explain I am contesting the charges. No response. Simultaneously, I email CP to state that I didn't receive the NtK, and that I still contest the charges. They respond:
Unfortunately, due to no response this matter has now been passed to our legal team. Please revert to Carrick Read as this matter is no longer with us (City Permits).
I've read threads that say they are not allowed to refuse a rejection claim - Is this correct?
Please could you wonderfully knowledgeable people help me to shape my response so that I can move this along and not risk any further financial damage?

You could complain to the BPA and ask them to sort out CP. But the BPA is a members' organisation - they are not on your side, but they can be helpful sometimes.

Send CP a Subject Access Request and ask for all and every piece of information they have about you and this incident. Send it to their DPA Officer whose email address should be in the Privacy Statement on their website.

Carrick Read, while they are solicitors are almost certainly acting as debt collectors (see the NEWBIES FAQ sticky, post #4 about dealing with debt beggars).

You only need to pay any attention to Carrick Read if they send you a letter headed 'Letter Before Claim' (or similar title) or if you receive formal court papers. Come back on this thread if you get either.Please note, we are not a legal advice forum. when you email the BPA, attach copies of all paperwork received so far, plus a copy oif the email and also a brief timeline of events , reporting them for not accepting the initial appeal for consideration and not issuing the POPLA code within the BPA CoP
in theory you are asking for either a cancellation or a popla code
but do EVERYTHING that Umkomaas suggested above
and stay in KEEPER mode, no telling anyone who was driving0
