Updating mini iPad?

Hi Guys, my son has a mini iPad, 3.5 years old.
He says he cannot update to anything later than iOS 9.3.5.
It says it is up to date.
My iPad is iOS 12 .1.
Any reason why his won’t allow more recent updates ?

Not sure what model it is at present!
Will find out later.
My iPad is older than his, and I have no problem, (yet):)
My iPad is air 1.

I'm assuming your son has an original ipad mini which is older than the ipad air 1, the original ipad mini is no longer supported by Apple so the newer IOS version it can run is 9.3.5. The Ipad Air 1 is still supported by Apple so it can run the current IOS 12.
