Unfair Parking Charge Notice

Hi all, after some help!
I work at a hospital which operates with the Car Parking Partnership and also a member of the BPA. Every shift I work I have to purchase a ticket however this one day I didn't. This being that I am a midwife and on my way to the machine I had to attend to a lady who was in labour in the car park. My duty of care meant I helped her into the hospital and cared for her however meaning I did not purchase a ticket. I called the security office who are the ones who attend the car parks and they said not to worry and they will note my registration so I am not ticketed. But I have a ticket! It is a parking charge notice so not sure where I stand with having to/ not having to pay for it. Any help would be appreciated. Thanks

Particularly this bit:
The rest is worth a read too.Contracted-out car parking
NHS organisations are responsible for the actions of private contractors who run car parks on their behalf.0 -
You need to complain to the Security Office and the Facilities Manager to get it cancelled. Easy.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
