Bro/Executor of Will intimidating sister?

Hi all,
A friend of mine told me today how his wife’s mother passed away a few weeks ago and her brother, who I am
assuming is the executor of the Will, is trying to get his sister to ‘sign to say that the house is worth less than it is’.
My question is being as my friend and wife are currently unemployed, is there any free / reduced cost professional help that they can get for this scenario?
