Gutter replacement

Hi everyone. I live in a Glasgow Tenement. At the street level is a pharmacy and then above this my property and then one more above mines.
The bills get split 50% paid by the Chemist, 25% myself and the same for neighbour above.
The gutters at the back of the building need done. Neighbour put a quote through for £1100 which I agreed to. He then came back and said it will now be £2000 as different scaffolding will be required.
This is for about 15 feet of guttering and a new facia board and the scaffolding. I asked why the change in price after the first quote and he said that different scaffolding is needed for health and safety reasons.
Does anyone know if this sounds accurate? I don't want to doubt my neighbour but equally I don't want to subsidise his share of the bill.
