Social Housing - Small Claims Court

I am planning to make a claim in the small claims court for less than £1000 for damages caused to my car by something owned and maintained by the housing association.


I have more than sufficient evidence that there equipment was at fault, as well as proof how they tried to cover up the fault.


I am pretty certain I will win a case.


The problem is, my insurer (car) initially sent a letter 4 months ago to the housing and they replied saying they would make a decision on liability in 90 days that has now passed. Frankly I am sick of waiting and chasing them up.


The problem I have is I need to issue a LBA before I start a claim and the housing association are reluctantly giving me any details of there insurers / name / address / email for me to send the letter to. I think they expect me to give up and forget about it.


What is the best way to proceed. Should I send the LBA to the Chief Executive?
