Equita bailiffs help

I received a parking fine on January from Manchester City Council. The enforcement officer at the time said if I move the car he will waive the fine and i did so. Then I received a parking charge through the letter advising I had to pay it or appeal against it. I appealed but was rejected and then it was transferred to magistrate’s court and was sent to Equita debt recovery. I spoke to a lady called Keri in September who advised me to come to an arrangement to pay end of each month with first payment being end of September which I agreed to. I then put a TE9 witness form during this time but it was rejected. I then spoke to a lady called Becky in November who when I wanted to set up an arrangement with wanted the first payment on the call. She very rude and abrupt and said if I didn`t pay it today it will be passed onto the bailiffs. I then received a second letter from Equita on 12/11 stating if i was vulnerable I could get help from some debt advice companies such as an income and expenditure form or get a doctors letter by the 20/11 (today). I spoke to Jill from step change on 13/11 that done an income and expenditure form and i sent it to Equita immediately. The letter stated that if I don`t send the information by 20/11 then all actions would continue. I then I received a text from Equita this morning saying this has now been passed to the bailiff officer which i am curious, frustrated and angry about because I sent the information well within the time limit and when they investigate then no action would continue. But why is action still continuing even though I sent all the information within the time frame. I spoke to the bailiff who said the company isn`t in any obligation to accept an arrangement even though the lady that I spoke to in September agreed to come to an arrangement. Plus he advised no action is stopped during the time they investigate my query because it takes 28 days for them respond to any queries even though the lady in September said If you set up an arrangement on the call to pay by end of each month and you can put an appeal to the courts and during that time any actions would stop. The bailiff was surprised by this when I told him and said no she would not have said this but I said all calls are recorded aren`t they to which he had no answer. He also said he was actually doing me a favour by allowing me to pay £100 today and the remaining balance of £88 by end of this month (28/11) and that he didn`t even need to come to an arrangement. What I am angry, frustrated and upset about is the Traffic enforcement officer who lied to me saying he will waive the fine if I move the car and I do have witness to prove this and then constant lies by Equita who still haven’t responded to any of my emails and complaints and false assurance that everything would be fine and no action will continue during any investigations. So I want a formal apology from the council and from Equita but I am so angry that I was told lies upon lies and I have done nothing wrong. I sent all the information in time and was told all the enforcement actions would stop but now the bailiff has told me other information. I am more than willing to come to an arrangement but it has to be affordable and I want all enforcement actions to be stopped. Thanks.
