Retaining wall problems

I have just had a home buyers survey completed on a property. This has raised issues with a retaining wall in the garden which holds up a drive way (not mine) and there are other properties above this. A low section of the wall has collapsed (it was fine when I viewed the property), the surveyor suggests other parts of the wall are bulging. Luckily I haven't bought the property yet.
Has anyone had experience of something similar?!
The surveyor recommended getting a structural survey. Who is Generally responsible? Is it the person who has the benefit of the wall or would it be the homeowner?

Is this retaining wall within the red boundary lines on the property you are looking at - or within the red boundary lines of the property up above it?0

Can you be sure the plan is that accurate? How high is the wall at its highest?
I am not sure I would spend money on a survey, it ought to be fairly obvious whether the wall is in good repair.
Even if you could be sure the wall is owned by next door there is no guarantee they will repair or replace the wall at their expense and its a dispute just waiting to happen.
If the wall is over a few feet high I think I would find somewhere else to buy.
