Charge certificate

I received a pcn by a parking inspector with the contravention code 12s on august 21/08/2018. I challenged the pcn by email and i received correspondence on 29/08/18 asking for further evidence (a duplicate email was also sent to me on the 31/08/18). I had initially explained I had a mild condition which tends to make me lose concentration and focus, I provided them with further evidence from my doctor as they requested. I didn't hear back from anyone until the 06/11/18 which is now a charge certificate notice.
Incidentally the email I received on the 29/08 had a formal letter attached to it with my correct address on it, the charge certificate I have now received by post has the incorrect address on it 2h instead of 24, the rest of the address is correct.
Any advice would be much appreciated, im not sure if i can even challenge a charge certificate ?

Council PCN then, pepipoo are the best experts to advise you:

I believe you wait for the Order for Recovery and then file forms to the TEC saying that you appealed and never received a final decision, and ask that the PCN is cancelled by the Council or reset to NTO stage for second appeal.
And point out the address issue, stating that it might explain why any rejection letter or NTO went astray.
But ask pepipoo posters because this is NOT for charge certificate stage.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Nope, NEVER try to deal with any PCN over the phone, ever.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
