    Ha, thank you, yes these were all on the list. I just can't decide the best way to handle it. I think my priority should be the welfare of the people inside so I will contact the council/social services.

    I am by myself so a little nervous about wading in filthy water to approach a stranger who possibly has mental health problems.

    Not sure what you mean but you're more likely to cause them distress than the other way around if they have MH problems. Please be sensitive (although it sounds like you would be anyway).
