Independent advice on home insulation

Is there any Government agency or charity which will provide independent advice to home owners about work to insulate a home? Happy to pay a fee. House is in Bristol.
I've asked different builders but each time get different, sometimes contradicting advice. Trustworthy old-school builders often haven't heard of modern techniques (e.g. heat extraction systems), the Green Deal guy some years ago was only trying to sell his external wall insulation, and I've had various builders advise on cheap piecemeal issues or simply give bad advice.
I think a proper expert in this field, who can look at the whole house holistically, would be better. Googling didn't bring up many options for individual homeowners (rather than businesses).
Any ideas?

You could start with the Energy Saving Trust. They may be able to send someone round to do an "energy audit" which might include additional insulation.
