Parking Charge Notice - Scotland

Hi all


I had received a second PCN from Euro Car Parks Ltd to my old family address for a charge of £70. There was never a first notice, so I just ignored this.
Another letter was sent to old address demanding £130. This time from Debt Recovery Plus for a 'Notice of Court Action if not paid by a certain date', and mentioned a previous letter from themselves, again this was not received.


I have sent an email to Euro Car Parks (maybe a mistake) telling them that I will not be paying this charge due to not receiving the first notice and that I need proof of the parking indiscretion. Also to stop sending letters to my old address.


Should I just ignore or should I be worried? Any help appreciated.

    The sticky thread for NEWBIES is quite clear about private parking charges in Scotland and NI. Only the Driver can be held liable, not the owner or keeper. As long as nobody tells the scammers the driver's identity, they can do nothing.
    The best way to do this is to ignore them and never make any contact unless they issue real court papers from a Scottish court.

    Ignore anything and everything else from now on

    Debt collectors have no powers and can safely be ignored. I doubt their letter actually said "Notice of court action." More likely it mentioned that court action "may" be taken, or that they will refer this back to the PPC who "may" decide to take court action.

    Let us hope you replied to ECP as the KEEPER and you should as keeper advise ECP of your new address requesting confirmation.
    This is just in case they try to take it further without your knowledge. In Scotland though you are safe but you must NEVER say who the driver is/was

    Make certain you tell all your friends and family that if they get a ticket and DRP pops in ....... JUST IGNORE DRP --- PASS THE WORD AROUND

    I assume still ok to ignore as it's just a letter from them?

    DRP are lying. Debt crawlers cannot take anyone to court.

    Considering the constant lies and misleading information that the debt collectors spout, what authority does one complain to quoting this ....

    "Consumer payments and “civil recovery”
    The Regulations amend the definition of a “transactional decision”
    to expressly cover demands for payment from a consumer in full
    or partial settlement of the consumer’s liabilities or purported
    liabilities to the trader (see reg 2(1A) of the 2008 Regulations).
    This means that misleading and aggressive practices in respect of
    such demands would now clearly lead to both criminal sanctions
    (under the 2008 Regulations)

    @OP ... have you updated both your driving licence and V5 with DVLA for your new address?

    (I'm assuming you moved house between the time of the alleged parking infringement and now, and that's why ECP and DRP were writing to that address. I ask the above because some people forget that both items need to be changed - separately).
  • Yes I updated both when I moved out 7 years ago. Anything DVLA related comes to my address.

    What's the date of the alleged parking infringement? If it's more recent than 7 years ago then how did they even get your old address?
  • August this year. Double checked and everything updated with my now known address. Must be a mistake at their end as I have the same initials as family member still living there.


    I'll contact them as a separate issue.
