Is this an LBC?

Hi,
I have been given a forwarded letter from the occupier of my previous address, I have not received anything before this and I’m assuming they have sent stuff to my old address. The letter is from Civil Enforcement Ltd and after having a good read through the forums I’m a little unsure as to if this is a actual Letter Before Claim, I was kind of expecting it to be titled that somewhere but it’s not, sorry if Im being a numpty, will it be blatantly obvious its an LBC?
Would you recommend reply at this stage?

    I think the clue is in the last line. They use the word "will", so I would assume this is a LBC and treat it as such. Better that than wait for a court claim itself.

    Follow the guide to court in post 2 of the NEWBIES that tells you step by step how to do this from LBC to the court appearance itself.

    Did The Keeper update their details with the DVLA for the V5 separately from their driving licence? Was this just after moving home?
    Send an SAR to the scammers asking what data they hold about you. Also ask them when they sent the alleged PCN and where. Give them your new address for service.
    Ask for the PCN/NTK to be resent to your new address.
    Ask the DVLA who accessed your personal data and when, then compare the dates of the above events.

    Complain to your MP specifically referring them to the info in post 1 of the NEWBIES about the proposed parking bill, and more specifically about the parts where MPs talk about court cases after someone has moved.

    Yes, as they have given 30 days to respond which is part of the new protocol.

    Also part of the protocol, they must provide you with proof of their claim ..... that letter does not appear to comply.

    As said, SAR them, get the full information, they must reply which is the law

    Forget about the Beavis case, nothing to do with you, CEL are just trying to scare you

    I would reply to that in writing, and ask for the Reply Forms and a proper LBC and all photos and letters they will be replying on, as that letter is woefully inadequate if it is an attempt at a LBC.

    No phone call.

    And you won't be using the Reply Forms either! But ask for a proper LBC and tell them you WILL NOT deal with scammers by phone.
