CPS Midlands Ltd parking notice charge

After reading as much as I could understand (some of it was quite difficult to get my head around!) from the NEWBIE thread as well as reading forums relating to this particular PPC, I just want to make sure I am doing everything right at this stage.
The driver received my parking charge of notice on the 9/11/18 on the windscreen with no postal PCN. I understand that the driver should wait until I receive a NtK ( as the PPC is an IPC member) before appealing and to use the blue letter template when doing so. The Driver will not appeal to IAS as the appeal is not strong enough and will wait to see if they go to the small claims court.
The story goes like this: The driver parked in a private car park temporarily at 18:15 when it was permitted for Permit Holders only but there were over 12 free parking spaces (the driver didn’t take a photo at the time unfortunately). The driver attempted to pay for parking but the ticket machine would only dispense tickets after 18:30, when parking was no longer exclusive to permit holders. The driver arrived at 18:15 and had to personally drop his niece to her party and came back to the car at 18:30 to a PCN for £100 (reduced to £60 if paid within 14 days) that had issued 3 minutes earlier.
I have a one basic question that I apologise in advance for haha.
1. The PPC only accepts appeals in the form of a letter and won’t accept online appeals - I find this odd but a sign that they’re trying to scare the driver into paying and not appealing. Is this normal and should I proceed with a postal appeal should the NtK arrive? They have included an email address but explicitly say not to email here. I understand the NEWBIE page says not to send a postal recorded appeal so I am not sure what to do.
I will keep you updated throughout this process as the driver awaits for a NtK and the harassment of those debt collectors there in after.

If it's postal appeal only, send it via your PO counter, first class with a free Certificate of Posting (not Signed For, not Recorded, not Special Delivery), just free CoP.
Make sure you provide the keeper's name and postal address if required in the Notice to Keeper - NtK, not NOK (whatever that is!). If they want a (mandatory?) email address get yourself a throwaway Gmail one to use for the entirety of this charge. If they want a (mandatory?) telephone number, give them Whipsnade Zoo, your local Police Station, or the phone number of some other PPC! Think outside the box.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

You need to edit your post from top to bottom to obscure who was driving. I take it you are the Registered Keeper? It was the driver who parked in the car park, attempted to pay for parking etc. The PPCs visit this forum, don't give them a helping hand!
I guess you won't fall into the trap of revealing who was driving when you appeal as you're planning to use the template. However there will probably be further opportunities to make that particular mistake so go careful.0 -
Sorry, my mistake - it's NtK. Thank you for the advice, I've changed the post accordingly. From what I've read, this PPC are 'small-fry' which I'm hoping means that they won't let it go all the way to a small claims court.
It does not say the email or telephone number is mandatory. Unfortunately I cannot attach a photo as I'm a new user.0
