Resizing passport photo

Help pl I need to resize a passport photo 2 by 1.5 ins to 2 by 2 ins for Indian visa. Is that something I can do myself with help from the forum or do I need to have new photo taken with the new dimensions? Thanks

The odd thing is that cindrealla resurrected a month-old thread just to say "use Photoshop".

In any case, neither Paint nor Photoshop would help the OP because the OP's photograph was not only smaller but had a different aspect ratio (rectangular, not square) to that required for the visa.
