She’s housebound most of the time but her friends have fallen out with her and she’s worried as they all live on her doorstep and they’re quite abusive. She’s applying to royal Greenwich housing as she currently lives and overpays so much that she’d rather try to move council as it is more affordable and trustworthy in terms of having a set structure to pay rent securely and have receipts and such. Ideally the money back would pay off the majority of her debts accrued due to manic episodes and be the boost she needs to try and live her life and not being housebound and save for moving and new start.0

I don't have experience with this - but I am confident your (OP) method of calculating is correct. (Calculating up to get to the annual figure.)
As others have already stated, ask for a rent statement showing all charges versus receipts.0
