Letter before action CEL

hello guys
i have a friend that has received another one of these CEL letters this time the letter is asking to download a reply for. the form is asking questions on if we accept fine and if not why.
the question is basically should we be responding to this or ignoring then wait for them to apply to court then just file a defence.
im going through one at the moment myself so im kind of familiar with the process now but was just wondering what to do at this particular stage.

great ive had a look at the thread so we will be responding.
The letter they sent tells us to respond by downloading there form and filling it in then sending the form back. do i have to reply by filling the form in or can i just write a letter as the thread suggests.
i kind of feel like by filling out there form i'm somehow playing into there game. id rather just send letter but would that then give them reason to ignore my request?0 -

Keith, my point is that not everyone who posts here is the victim.
My Brother in Law, a retired industrial chemist is IT Illiterate. He does not even use email. If he received a PCN he would probably pay it.You never know how far you can go until you go too far.0
