    No, PoPLA does not have to be offered for byelaw cases, but the DFT have said that an independent appeals service should be offered.
    This is in line with the ADR Act 2015 that states appeals must be allowed for not les than 12 months.

  • I received a charge in October 2018 in a railway carpark but NCP claim it's covered by contract law and not railway Byelaw. How can this be?

    Check with the Train Operating Company (or maybe Network Rail) to see if the car park is covered by Byelaws. Try Google too.

    This is an unregulated business - they make it up as they go along to suit themselves. We don't have the answer to every question.

  • Bylaws on railway land are a lot more common in the north then in other areas of the UK. Not sure why that is though
