Does DVLA have the right to sell my information?

While I have read lots of messages about Parking Charge Notices (PCN) and whether they should be paid, I would like to ask how and when did the DVLA gain the right to sell my personal information even to recognised trade bodies and their companies? At what point when I completed my car registration documentation (V5C?) did I give my permission, particularly under GDPR rules?

where have you been for the last 10 years or so ????
This is an approved government scam. Not sure what they do with the £millions they collect apart from holding really top class xmas parties in Swansea and fobbing off BBC WATCHDOG

Regulation 27 of The Road Vehicles (Registration and Licensing) Regulations 2002 says (amongst other things):Disclosure of registration and licensing particulars
27.—(1) The Secretary of State may make any particulars contained in the register available for use—
(a) - (d) <snip>
(e) by any person who can show to the satisfaction of the Secretary of State that he has reasonable cause for wanting the particulars to be made available to him.0 -

Absolute disgrace isn't it, I am going to look into putting my vehicle V5,s into some sort of trust fund with a PO box address, let them try and PCN me then:D0
