Error submitting online appeal to UKPC

I've read all the information on this thread and just gone to submit my appeal to UKPC online, after receiving their NTK the other day. Every time I click submit it says an error has occurred and I should download the paper form instead.

Anyone else had this problem recently or is this their tactic to get me to post the appeal?! Is it a real no no to use postal?

    This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of alleged contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors.

    Parking Eye, CPM, Smart, and others have already been named and shamed in the House of Commons as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week, hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct

    The problem has become so widespread that MPs have agreed to enact a Bill to regulate these scammers. It has even been suggested that some of these companies have links with organised crime.

    Watch the video of the Second Reading and committee stage in the House of Commons recently. MPs have a very low opinion of this industry.

    and complain in the most robust terms to your MP. With a fair wind they will be out of business by in the not too distant future..
    You never know how far you can go until you go too far.
  • Thanks for the information. I still need to appeal to get my POPLA code though (I think?)

    I know why they ticketed me - I was parked in a disabled bay not displaying my badge (I have one and it wasn't placed on the dashboard at the time) but I also know that they can't legally fine me for this as the blue badge system isn't legally enforced on private land.

    You are right, they can't fine you.

    They can however, accuse you of breaking the terms of parking that they will allege that you agreed to by parking and send you a bill for doing so.

    Was one of those conditions that only blue badge holders can park in the space that you parked in?


    Are you appealing using the standard template appeal found in the NEWBIES FAQ sticky thread?

    Yes, as long as the words don't imply who was driving. So if you are the registered keeper you can say:

    I was an occupant of the car and I am disabled; here is a copy of the Blue Badge.

    But I can't stress enough, your first step should be to complain to the retailers and retail park to get it cancelled.

    And do NOT post an appeal to UKPC. If the appeals box/page is not working, email:

    and ask Sheila what she's going to do about it.

  • I did email the retail company that owns the land but so far had no response. Just tried the UKPC online form again and it still won't send due to an error so I'll email the address you've given.

    To which you can counter that The Equality Act 2010 requires that service providers make reasonable adjustments to cater for the protected characteristics of the disabled.

    IMO, cancellation of this charge would be such a reasonable adjustment. Failure to comply could lead to a claim of disability discrimination.

    Just read your post. I was issued with a parking ticket from UKPC when I visited a retail park in Reading last week. It claimed I left the site when I did not so I immediately appealed. I had the same trouble as you when trying to download the online form so sent a paper one with copies of all my receipts. I also gave them a timeline of my exact movements and sent it recorded delivery. After I sent it I read all the forums telling me not to appeal by post and to wait til day 26. I was really worried that I had done the wrong thing so I emailed all the companies involved including the landlord of the site and all the stores I used. They didn't want to know. Imagine my shock this morning when a received a letter from UKPC upholding my appeal and cancelling my ticket! I maybe the exception but it could be that my argument was so thorough they couldn't dispute it. I know exactly how you feel with the thought of court proceedings hanging over you. Maybe it could work for you.

    I would recommend that sort of approach but posted (if the online page is still not working) early enough to arrive on day 26, and NEVER saying who parked the car. That way, the appellant has the best chance of getting it cancelled or later, winning at POPLA.
