Paid No Insurance Fixed penalty - still got SJPN

Hi guys,

I received a "Offender seen conditional offer of a fixed penalty" on 21 September after being pulled over for no insurance on 21 August 2018 (company had cancelled my insurance as they "disagreed" with my no claims proof I had provided and the email they sent explaining that went to spam, so I was driving round thinking I was insured!).

I paid the £300 fine to the details requested and then on the 15 November received a Single Justice Procedure Notice saying I was "being charged with the offence of failure to comply with Insurance Requirements". The weird thing is, the Statement of Witness form says:
"The record shows that the defendant ... was the registered keeper on 24/05/2018. The vehicle did not meet the statutory insurance requirements contrary to Section 22 of the Road Safety Act 2006.

On 24/05/2018 a Fixed Penalty Notice was sent to the defendant in accordance with Section 144A and 144C of the Road Traffic Act 1988. A valid payment was not received by the date specified in the Notice.

No notification was received prior to the date of the offence that the vehicle had been disposed of or stolen and to date no notification has been received that the vehicle was insured on the date of the offence."

The FPN definitely wasn't sent in May as I was pulled over in August... There doesn't seem to be a telephone number on the letter to call and point out the letter is wrong - I have paid! Any suggestions? PePiPoo guys reckon it is two separate incidents as the top of the SJPN says "uninsured keeper of motor vehicle" rather than driving without insurance or similar, but I haven't received any FPN other than from in August when the Police pulled me over.

How do I approach this?
