Over the last three years through First Utility my mother has easily qualified for the above rebate as her earnings are under 11850 pa, however having changed to Bulb she has received this response to her declined claim.

Unfortunately, if you don't fit the criteria found at this link: https://bulb.co.uk/warm-home-discount/ then you are not part of our Broader group member base for this year.

We're really sorry to hear that you may not eligible with Bulb, unfortunately, we're restricted on the number of applications we can give out so we're using OFGEM's recommended criteria. Other suppliers have expanded on this criteria, so you may be eligible with them.

We'd be sorry to see go, we understand that this is a very important benefit, we're just not able to give it to everyone who needs it.

Please let us know if there's anything we can do to help.

Would this be correct?

Is the discount a government sponsored initiative?

    Correct YES.

Applications will be processed on a first-come, first served basis. Only a limited number of applications can be accepted.

That's the problem with Bulb: They only provide what they are supposed to provide and no more whereas your mother although not qualifying for Bulb's scheme might qualify for another energy supplier's scheme.

Can't really advise because you don't say why your mother qualified with First Utility other than a low income which in itself is not a qualification for the broader group. But here's the full monty document from Ofgem actually intended for the guidance of energy suppliers:
