Parking Charge Notice query

Hi
Newbie here...have read the newbie thread and think I've understood it! Just 1 question....
- parked after 6.30pm in Gloucester Docks car park (NSGL), didn't buy a ticket as it has always been free in the evenings
- got back at 10pm to find a Parking Charge Notice on windscreen for £40, as there are now evening charges (since Oct '17, but i haven't used that car park in a while)
- looked around and saw a small sign, A4 size, by the parking meter which stated there are now evening and overnight charges.
- Do I have to pay up or can i legitimately follow the appeal processes detailed in the Newbie thread??

    Edit your post to remove information about who hadn't parked there for a while. Only ever refer to The Driver and The Keeper.

    Obviously The Driver should have looked for signage or P & D machines on arrival, but there is nothing stopping The Keeper from appealing.
    In many cases, The Keeper may not know what The Driver did if they weren't told about a NTD.
